Malcolm E. McMillin
Hinds County Sheriff Malcolm E. McMillin grew up in Natchez, Mississippi, but has lived in the Jackson for over 40 years. He holds a Bachelor of Science Degree from Mississippi College in Administration of Justice and History with a minor in Political Science.

Malcolm has spent all of his adult life in some form of law enforcement. He was a Military Policeman in the United States Air Force, serving three tours of duty in Viet Nam.

He began working for the Jackson Police Department in 1972, served one term as Hinds County Constable, and was Administrative Assistant to the Parole Board. During his tenure as a Jackson policeman, McMillin was instrumental in the organization of the Jackson Police Officers’ Association and served as its first president. He was coordinator and first director of the Jackson Police Department's CRIME STOPPERS program. He was the founder of the INNER CITY ACTION GROUP for Jackson, which was the first program of its kind to utilize inmate labor on work and cleanup details for the city, enabling non-violent offenders to perform community service as a means of restitution.

In 1983, Malcolm McMillin was awarded the Department's "Billy Hickman Officer of the Year Award," the highest honor awarded by the police department to its patrolmen.

Sheriff McMillin is currently serving his fifth term as Hinds County Sheriff. Under his administration, a new jail at Raymond which houses approximately 600 inmates was opened, a new Penal Farm which will house 398 inmates will be operational in 2008, and the county has been approved for a regional jail facility which will house 450 inmates and be paid for mainly by housing 200 state inmates at a rate of $ 29.00 per day, leaving 250 spaces for county inmates.

During his tenure, Sheriff McMillin has initiated programs in which inmates perform community service projects, cleaning up streets, cutting grass, tearing down houses, building Habitat houses, and growing some of the food they eat. Under Sheriff McMillin, the Hinds County Sheriff's office has added a K-9 Unit, a Narcotics Unit, a Juvenile Unit, and a Mounted Patrol Unit. The Department has received national recognition for its neighborhood watch programs. An active Sheriff's Office Reserve Unit in which officers must meet minimum standards and supply their own equipment has contributed thousands of man-hours to the citizens of the County by assisting deputies and sheriff's office personnel in all phases of the department.

Malcolm and Delores Lott McMillin have been married for 43 years and have three children and their spouses and three grandsons. They live in Clinton and are communicants of St. Columbs Episcopal Church.

The Jackson Police Department provides law enforcement services to approximately 185,000 citizens encompassing 122 square miles. JPD is composed of approximately 430 Sworn Officers who are supported by over 250 civilian personnel.

  • The Jackson Police Department was established in 1822.
  • An Ordinance dated January 1864 set a policeman's wages at $40.00 per month, with the exception of the City Marshall who received one-half the fee paid by each person put in jail. Off-duty police officers took the ferry below LeFleur's Bluff across the Pearl River into what is now Rankin County to bring back firewood to sell.
  • Eventually, pay was raised to $60.00 per month for men working twelve-hour shifts, seven days a week. There were no holidays, vacation days or days off.
  • The year 1873 marked the appearance of the first uniformed Police Officers with caps, badges, and batons.
  • 1878 marked the turning point of specialized police services, when the first police detective was appointed.
  • In 1901, "Patrol" became a rank, and men were hired for that position.
  • In 1909, "Desk Sergeants" were appointed, along with mounted police, and detectives wore plain clothes for the first time.
  • In 1917, greatly expanded specialized bureaus and divisions were formed at JPD. Motorized Patrol Units were added and Model-T Fords were replaced by newer ones.
  • Early Police communications were strictly one-way. The transmitter and radio operator were located at City Hall with the call letters WAMK. Officers had to depend on a "Call Box" located on light poles in the downtown area to reply.
  • It was 1952 when the Department occupied a modern headquarters building at 327 East Pascagoula Street. This allowed the Jackson Police Department to operate both a municipal court and jail from one location.
  • The Police Training Academy was constructed in 1965 to consolidate instruction and training of personnel. The Pistol Range, included as a part of the Training Academy, was built on East McDowell Road.
  • In 1972, the first female officer was sworn in.
  • In 1978, the City's growth prompted the Police Department to move to the Precinct system. Presently, there are (4) Precincts strategically positioned throughout the City.
  • In 1979, officers were provided with individual walkie-talkies which gave them an emergency distress button.
  • In 1983, the size of the Department grew to over 400 sworn police officers.
  • In 2005, Shirlene Anderson was sworn in as JPD's first female Chief of Police.
