    A woman who owns several dogs and cats in Jonesborough faces multiple animal cruelty charges after an animal control officer says he found the animals living in deplorable conditions. Johnson City-Washington County Animal Control Officer Wayne Thomas caught it all on tape.

ABINGDON, VA (WJHL) -

Authorities have released the name of the teen who drowned in South Holston Lake Thursday night.

The Washington County, VA Sheriff's Office says the body of Jeffrey Allen Owens was recovered a little after 10:00 p.m. near the shoreline.

Sheriff Newman told News Channel 11 his office received a 911 phone call about the missing swimmer around 8:50pm.

Owens, 15, of Meadowview, VA was reportedly swimming with friends near Avens Bridge off Ahoy Lane. Owens went under water and did not resurface.

His body was found a short distance from the boat dock in about 10 to 13 feet of water.

According to witnesses, the victim was swimming near the boat dock when he began struggling in the water. "Attempts by friends to rescue the victim were unsuccessful", said Sheriff Newman.

Rescue personnel from Green Springs Volunteer Fire Department and the Washington County Lifesaving crew were called to the scene. Owen's body has been sent to the State Medical Examiner's Office in Roanoke, VA for an autopsy.
