Man accused of driving with genitals out the window, indicted for allegedly ‘making gestures with tongue’ to girls

SULLIVAN COUNTY, TN (WJHL) - A man facing trial for charges stemming from alleged indecent exposure to drivers on Interstate 26 now has new charges after a similar incident on Stone Drive in Kingsport back in February.

William Lee Blakely, 31, Piney Flats, was charged with six counts of criminal attempt to commit aggravated assault and one count of reckless endangerment.

According to court documents from Sullivan County, Blakely pulled up beside a woman who was driving with four juvenile females and one 18-year-old as passengers on East Stone Drive, near Lowe’s, around 4 p.m. on Feb. 16 and began waving at them.

The girls told her the man, whom they did not know, was blowing kisses toward the vehicle.

The driver sped up to get away from Blakely because he was making her uncomfortable. Blakely reportedly got beside the vehicle again and began licking his lips and making gestures with his tongue.

The female driver got scared because her attention was being diverted from the road, and she thought Blakely’s driving and behavior made her think she could wreck.

She told police Blakely had a small child as a passenger in his vehicle.

The incident was reported to Kingsport police and Blakely was booked into the Kingsport Jail on Thursday. He has since been released.

Blakely was indicted by a Sullivan County grand jury back in May for exposing himself to women while driving.

That indictment included charges of indecent exposure, reckless endangerment and attempt to commit aggravated assault. He was accused of speeding on Interstate 26 and making sexually suggestive gestures.

Blakely was scheduled to go to trial on those charges in July. A court date for the newest charges was not immediately available.
