According to a Pinellas County Sheriff’s Office report detectives were dispatched to the home after receiving a tip from the Clearwater Police Department.
The report states officers with CPD received information of a possible crime at the Summit Way home during a routine traffic stop during the overnight hours. The driver of the vehicle – 26-year-old Arthur Michael DeCarvalho – provided the information.
Investigators with PCSO’s robbery/homicide unit arrived to conduct a welfare check when they found the deceased.
“The Clearwater Police Department conducted a traffic stop in the Clearwater Beach area and the suspect [DeCarvalho] made some comments that directed our detectives to the Dunedin residence,” said PCSO Public Information Officer Cristen Rensel. “We are being told that the two men met on-line recently.”
Elsey suffered upper body trauma. The official cause of death will be determined by an autopsy.
DeCarvalho, who authorities say is a transient, is being held without bond at the Pinellas County Jail. His arrest report indicates he is facing one count of first-degree murder. Additional charges may be filed as the investigation continues.
A background check shows the suspect has a prior criminal history in Kentucky.
