NC Legislative leaders say they have budget framework

RALEIGH, N.C. -

Republican legislative leaders said Saturday that they have reached an agreement on the outline of a state budget and expected further details on the agreement to come next week.

House Speaker Thom Tillis, R-Mecklenberg, and Senate leader Phil Berger, R-Rockingham, announced the development in messages on Twitter.

"Budget framework agreed upon between House & Senate conferees. Final details expected next week," read the message both men posted.

Rep. Nelson Dollar, R-Wake and senior co-chairman of the House Appropriations Committee, confirmed Saturday that the framework of a budget agreement had been reached but more negotiations had to be completed. He declined to elaborate.

The House and Senate have been caught in an impasse for weeks as they try to adjust spending in the second year of the two-year budget approved last summer. Among the sticking points had been teacher pay raises, the future of teacher assistants and Medicaid.

Earlier this week, Gov. Pat McCroy met privately with Senate Republicans. McCrory and Senate leaders have criticized each other in recent weeks and the governor has preferred the House's approach to the budget. He'd threatened to veto the budget if it didn't meet his concerns.
